Many of the decisions that determine the success of a property investment or development are made long before the property reaches the market.

The site is selected, the project concept is developed, the property mix is decided, budgets are committed and expectations are set. If professional advice is only sought later, valuable opportunities may already have been missed—and costly decisions may be difficult to reverse.

The next Belair Talks brings together Ian Casolani of Belair Property, Matthew Xuereb of Deloitte and Justin Mizzi of QPM to explore why investors and developers should involve the right advisers from the earliest stages of a property decision.

Justin Mizzi

Justin Mizzi is an academic at heart who is passionate about real estate.

In 2025 he joined QP (QP Management Ltd.) – an international, multidisciplinary consultancy providing services in architecture, management, engineering and real estate – where he leads the real estate advisory and valuation department.

His core expertise lies is in real estate valuation a services, primarily focusing on commercial real estate and development properties for financial reporting, secured lending, capital market, and transaction-related purposes.

Additionally, Justin has extensive experience in real estate market studies, investment advisory, and due diligence and risk-advisory related services.

He holds a Masters of Architecture and Conservation and is currently assisting the University of Malta in the developing a new Diploma in real estate valuation and investment.

Matthew Xuereb

Guest Speaker

Matthew is a partner in Deloitte Malta’s Strategy and Transactions department having more than 15 years of advisory experience. He joined Deloitte after reading for an undergraduate in Economics from the University of Malta and an MSc in Finance from Imperial College London. Matthew is also a qualified chartered accountant (ACCA).

In his role, Matthew is primarily responsible for engagements within the corporate finance and M&A sphere, having advised clients on feasibility assessments, debt and capital raising, listing of instruments on the capital markets, buy side and sell side M&A, business valuations and corporate and debt restructuring. While sector agnostic, through his work Matthew has developed a deep understanding of the following sectors: Hospitality, Real Estate, Retail, Gaming and Manufacturing.

Ian Casolani is the Managing Director of Belair Property, a company he has been instrumental in developing and growing over the past 30 years, and which is today recognised as one of the leading players in Malta’s real estate industry. He has served as a Council and Board Member of The Malta Chamber for several years, and is a former President of the Federation of Estate Agents.
